The new Centre of Excellence funded by the World Bank, called the “Centre for Research, agricultural Advancement, Teaching Excellence and Sustainability in Food and Nutritional Security (CREATES)”, is hosted by the School of Life Sciences at the Nelson Mandela African Institution of Science and Technology (NM-AIST) in Arusha, Tanzania. The newly established CREATES provides a buzzing atmosphere of international and interdisciplinary research and education activities, novel technologies and private-public partnerships with the industry and the community at large as well as hands-on learning experience and evidence-based problem solving projects. CREATES-FNS encompasses novel curricula approaches, cutting-edge research facilities and highly skilled national, regional and international partners in various fields related to Life Sciences. CREATES-FNS encompasses four main streams, i.e., “Sustainable Agriculture”, “Food and Nutrition Sciences”, “Biodiversity Conservation and Ecosystem Management” as well as “Global Health and Biomedical Sciences”, which involves aspects of drug development and Nanoscience. Now CREATES is looking for a Quality Assurance Officer to join the team.


Responsibilities:
 Draft quality assurance manual, policies and procedures
Interpret and implement quality assurance standards
 Evaluate adequacy of quality assurance standards
 Devise sampling procedures and directions for recording and reporting quality data
 Review the implementation and efficiency of quality and inspection systems
 Plan, conduct and monitor testing and inspection of materials and products to ensure finished product quality
 Document internal audits and other quality assurance activities
 Investigate customer complaints and non-conformance issues
 Analyze data to identify areas for improvement in the quality system
 Develop, recommend and monitor corrective and preventive actions
 Prepare reports to communicate outcomes of quality activities
 Identify training needs and organize training interventions to meet quality standards
Coordinate and support on-site audits conducted by external providers
 Evaluate audit findings and implement appropriate corrective actions
 Monitor risk management activities
 Making suggestions for changes and improvements and how to implement them
 Using relevant quality tools and making sure Centre leadership and other Centre staff understand how to improve the Centre undertakings
 Advise and making sure the Centre is working as effectively as possible to keep up with competitors
 Responsible for document management systems
 Assure ongoing compliance with World Bank and other regulatory bodies´ requirements
 Prepares quality documentation and reports by collecting, analyzing and summarizing information and trends including filed processes, stability studies, records, corrective actions and revalidations
 Enhances department and Centre reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
 Work on any other tasks that the Centre Management will assign


Qualifications, Knowledge and Essential Attributes:
This area of work is open to all graduates but a degree in a relevant area such as Quality Assurance will be particularly helpful, especially if it includes Quality Management modules
 Certified Quality Assurance will be an added advantage including Quality Auditor, Quality Engineer, Quality Improvement Associate, Six Sigma
 Quality inspection, auditing and testing experience
 Experience with implementation of corrective action programs
 Product or industry-specific experience
 Strong computer skills including Microsoft Office and databases
 Knowledge of tools, concepts and methodologies of QA
 Knowledge of relevant regulatory requirements

Compensation package:
The salary is negotiable depending on the qualification and experience and consists of an attractive package of max 2000 US$ per month, which includes 25% gratuity and 33% insurance.


Duration of the contract:
The position is based on a 2 year contract, full time, renewable subject to performance and includes a probation period of 6 months. Maximum duration of the contract will be 5 years.

Good Neighbors Tanzania (GNTZ) was established in 2005 and has offices in Dar es Salaam, Mwanza and Dodoma, Zanzibar, and Kigoma.

Position: Programme Assistant Officer 
Objective
Implementation of Saemaul Zero Hunger Communities project activities through documentation of programmes and processes; implementation of project activities and community mobilization, facilitation and training of community based committees, and evaluating program/activity effectiveness.

Project Background
The Saemaul Zero Hunger Communities project is a World Food Programme pilot project implemented by Good Neighbors International and Chamwino District Council, and funded by the Government of the Republic of Korea. The come to its implementation in Chamwino District (Fufu, Suli and Chiboli villages), Dodoma region, Tanzania since early 2014.

Duties and Responsibilities
•    Responsible for facilitation and training of repayment of livestocks from existing beneficiaries whom have received livestocks in the past. 
•    Responsible for preparation and documentation of all on site community training sessions concerning livestock farming and livestock banking, mainly in the targeted villages.
•    Responsible for organizing capacity building sessions and training community members on livestock farming and livestock methodology suitable for the climate in Chamwino District, Dodoma Tanzania.
•    Generate ideas and proposals on methods to bring about increased engagement of the community in project areas in improved livestock farming methods, and encourage community participation in GNTZ training sessions aimed at livestock farming in Chamwino District. 
•    Provide consultation and answer queries on livestock farming related issues from project target communities. 
•    Responsible for carrying  out regular (weekly) site visits to the project area to carry out assessments of the community capacity and understanding of livestock farming methodologies, and to learn new means of tackling problems unique to the area concerning livestock farming. 
•    Prepare monthly reports on the status of livestock farming methods, and community understanding on the use of improved livestock farming techniques. 
•    Liaise with local, and national livestock farmers’ experts to organize appropriate and relevant livestock farming training and practical sessions for the benefit of the communities in Fufu, Suli and Chiboli villages.
•    To increase awareness to the community members concerning livestock banking and livestock farming in all three villages (Fufu, Suli and Chiboli) in order to create  a solid network with other livestock farming stakeholders.
•    Help the community in realizing problems in their community concerning livestock farming, and find the solutions to those problems, by providing technical advice on improved livestock farming methods in the targeted areas.
•    Impart knowledge to the communities on livestock banking including taking loans and repay the loans made.

•    Degree/ Advance Diploma in Community Development, livestock farming,  Sociology, or any related course
•    Minimum of 2 years of full-time working experience in community development being stick in one organization.

The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Public Health Specialist – Military HIV/AIDS Treatment Advisor at the Walter Reed Army Institute of Research (WRAIR).

BASIC FUNCTION OF POSITION

The position is the key military to military treatment advisor position to the WRAIR Country Director and provides comprehensive public health technical, administrative and managerial advice and assistance in support of treatment activities provided under the President's Emergency Plan for AIDS Relief (PEPFAR). The jobholder participates in program management as part of the PEPFAR. Tanzania management team and is responsible for developing, implementing treatment programs as part of the USG effort in Tanzania.


MAJOR DUTIES AND RESPONSIBILITIES:

I. Program Management for PEPFAR Treatment Projects
70%
Incumbent serves as a public health expert technical advisor for the development, implementation and monitoring of USG-supported HIV/AIDS treatment activities in by taking a proactive role in Treatment initiatives.

Job holder is the Treatment Program Technical Advisor to the host country military, Tanzania People's Defence Forces (TPDF), partners and nongovernmental organizations (NGOs) in the implementation of Treatment programs and activities through one or more PEPFAR grants/cooperative agreements and contracts, as well as partners funded by the government or Global Fund as indicated.

Job holder provides technical evaluation of assigned proposals for treatment programs of PEPFAR partners, working with representatives to make sure that most current treatment protocols are included and recommends amendments/approval to supervisor.

Incumbent provides technical guidance and direction to grantees, program collaborators and contractors on management and implementation of activities to be consistent with PEPFAR policies and guidance and host country policies and regulations.

Incumbent works closely with host government Ministry of Health, TPDF, international organizations and non-governmental organizations, also private sector providers to make sure PEPFAR treatment programs are being carried out as designed. In liaison with the Strategic Information unit/advisors position develops program evaluation strategies, methodologies and indicators for monitoring programs in accordance with standard guidelines and protocols. Recommends procedural modifications as warranted to align with treatment protocols. Contacts are with medical staff to provide updated information on treatment of HIV/AIDS patients. Deals with high level counterparts in all areas.

Job holder monitors activities by each partner organization on a regular basis to ensure goals and objectives are being met, treatment protocols are followed. This involves periodic site visits and meetings with representatives of each organization to review progress and provide updated technical information.

Ensure that treatment courses follow established protocols.

Job holder makes sure that all partners for which the job holder is responsible and MOHSW medical facilities are following guidelines and best practices and have adequate facilities and staffing. Reviews and gives feedback on all data generated by partners on a quarterly/semi-annual basis. Conducts regular training sessions to ensure staffs are up-to-date with treatment protocols. Develops partner specific strategies to address challenges in implementation based on the data reviews.

Collaborates with local partners to make sure that program results are achieved and that all appropriate programmatic activities and study protocols meet human subject requirements and pass through ethical review with the appropriate agency authority.

Serves as project officer and main point of contact for treatment cooperative agreements and contracts. Once cooperative agreements/contracts are in place, oversee performance of cooperating partners/contractors, carry out technical reviews, reviews progress, identify potential issues and informs supervisor, recommending actions for amelioration. The job holder manages cooperative agreements/contracts totaling approximately $20 million per year.

Jobholder participates in project management as part of the PEPFAR Tanzania senior management team and is responsible for developing and implementing HIV treatment programs/activities as part of USG support of expanded care and treatment services in Tanzania.

Advises the WRAIR Country Director on treatment maters and coordinates with senior technical staff on all related program activities.

The jobholder plays the leading technical role in defining strategic vision and managing a portfolio purposed to work with the Ministry of Health, TPDF, contractors and cooperative agreement partners to build laboratory capacity services that will allow the achievement of USG goals in identification of world health risks.

Responsible for providing technical assistance to external partners to progressively build national capacity: Plans and coordinates training on related laboratory technologies of public health personnel in country. Drafts, reviews and edits laboratory training tools and documents. Develops regional operational plans and activities based on the needs assessment to improve treatment programs supported by WRAIR.

Job holder monitors implementation activities and collaborates with each partner organization on a regular basis to ensure program results are achieved. This involves regular site visits and meetings with representatives of each organization to review progress.

Job holder oversees treatment technical aspects in development of the Scope of Work, Funding Opportunity Announcement, Request for Application, or Annual Program Statement and reviews applications, supplemental awards, and requests for extensions for activities under his/her purview. Once grant/cooperative agreement/contract is in place, participates with implementing partners in the development of work plans for implementation of activities and oversees performance of partners Works very closely with implementing partners and other USG staff to coordinate activities-harmonizing treatment activities. All of this is done in conjunction with other in country partners and according to the national laboratory strategic plan.

Jobholder works very closely with NACP, MOHSW, and TACAIDS. The annual budget for TPDF HIV treatment program in fiscal year FY 2015 was $5.0 million.

Incumbent is responsible for planning and drafting the treatment portion of the Country Operational Plan (COP) each year and working with male circumcision, Counseling & Testing, Prevention and Strategic Information colleagues to ensure that programs are working together to complement support and capacity building.

Incumbent provides guidance and direction to grantees, program collaborators and contractors on management and implementation of activities to be consistent with USG and international policies and guidance.

Job holder collaborates with host government Ministry of Health, TPDF, international organizations and non-governmental organizations on their activities to make sure programs are being carried out as designed.

II. Program Administration

Incumbent is responsible for providing oversight and monitoring the budgets allocated to Treatment implementing/cooperative agreement partners within the job holder's portfolio. This includes reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities; quarterly pipeline reviews/budget status reports, following up on irregular findings, providing advice for realignments of budgets, accruals.

Incumbent participates in budget development based on WRAIR/host country goals and monitors expenditures during the year. Responsible for tracking all funds and expenditures by PEPFAR treatment program area and submitting detailed financial status reports to WRAIR Country Director.

Adjusts targets and accruals as necessary and provides appropriate feedback to WRAIR Country Director. This includes reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities, producing quarterly pipeline reviews/budget status reports, following up on irregular findings, providing advice for realignments of budgets and accruals.

Job holder is responsible for permanent project files management in accordance with WRAIR regulations and in conjunction with the national guidelines, working in collaboration with other USG partners to ensure accuracy and avoid parallel systems. Incumbent is responsible for developing evaluation strategies in order to collect data and prepare reports as required on monthly, quarterly, annual basis.

Manages the data collection process, ensuring personal data integrity and security of information in the reporting databases is carefully guarded.

Prepares briefings for VIP visitors, participates in making arrangements for visits and serves as spokesman as required on matters within his/her technical expertise.

Prepares regular and ad hoc reports on progress of each PEPFAR treatment partner activities. Ensures accurate and on-time monthly, semi-annual and annual reporting on WRAIR treatment programs.

Job holder prepares and occasionally presents briefings for Congressional and Executive delegations, industry leaders and other high-level visitors; participates in making arrangements for visits and serve as spokesperson as required. S/he serves as control officer for site visits for agency and inter-agency PEPFAR senior-level officials. These will be included in regular reports to WRAIR/Washington and ultimately to the U.S. Congress.

As a regional and international expert on matters pertaining to HIV treatment, job holder represents WRAIR/Tanzania technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Briefs senior agency officials on the results of such meetings and prepares written reports for submission to other interested parties.

Represents the agency in discussing and developing financial commitment proposals for HIV treatment programs at administrative and strategic planning meetings. This includes all USG agencies (Departments of State, Defense, and Health and Human Services (including Centers for Disease Control and Prevention and the Health Resources and Services Administration, National Institutes of Health, Substance Abuse and Mental Health Services Administration, Food and Drug Administration), USAID, and Peace Corps).

Participates in internal and interagency technical working groups to ensure adherence to internationally accepted/directed standards for treatment of AIDS patients.

Serves as the primary liaison between the TPDF and the interagency PEPFAR working group in country on all areas related to HIV treatment.

Facilitates partnership between implementing partners through daily/weekly collaboration with colleagues and health professionals and contributes to an environment of teamwork among partners and the host government military.

Communicates regularly (through oral presentations and written reports) with all interested parties: other health team members, the Ministries of Defense and Health, other partners and other USG donors. Submits a monthly written report to the HQ office summarizing progress and deliverables.

Works to harmonize tools, strategies and reporting formats among partners. In working with partners, reports on and prepares presentations of WRAIR's views, targets and accomplishments. Monitors, provides guidance to and oversees results of programs funded through grants, contracts, cooperative agreements and other mechanisms to accomplish strategic objectives.

Job holder serves as the in-country WRAIR representative on inter-agency technical working groups (TWGs) for purposes of:
a) Assessing existing in-country assets and activities aimed at prevention of HIV infection and treatment for TPDF AIDS;
b) Developing approaches to strengthening such activities with minimal overlap and unnecessary duplication; and
c) Ensuring effective coordination of work plan development, implementation strategies, and evaluation plans for all USG agency HIV/AIDS activities in country.

On behalf of the WRAIR Office, incumbent may participate with other PEPFAR professionals on in-country committees for HIV/AIDS issues. The purpose of such committees is to assess program needs and issues at the local level and develop strategies for communicating these needs/issues to the national level. The committees help to ensure consistency in the implementation of best practices on a national level.

 QUALIFICATIONS REQUIRED

    Education:
    Doctoral level (DrPH, MD or PhD) degree in medicine, nursing, public health, epidemiology, behavioral or social sciences field is required.
    Experience:
    Five years of mid-to-senior level public health experience in developing, implementing and evaluating HIV/AIDS treatment programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required. One additional year of experience at the managerial level with multiple staff is required.
    Language:
    English Level IV (fluent) in English and Kiswahili ability is required (speaking, reading and writing). (This will be tested)
    Skills and Abilities:
    Ability to lead project teams and workgroups and to develop effective working relationships with national and international partners, ability to communicate well, coordinate complex activities and to represent WRAIR/PEPFAR as required is required.
    Job Knowledge:
    Comprehensive knowledge and experience in HIV/AIDS treatment. Thorough knowledge of public health knowledge of current HIV/AIDS issues. Strong skills in the clinical management of HIV/AIDS. Comprehensive knowledge of the host government health care system and structures including policies, program priorities and regulations. Knowledge of USG/PEPFAR, Ministry of Health, TPDF, Local Government authorities and other stakeholder structure and function is required.

Purpose of the Position
The HIV/AIDS Specialist (Pediatric AIDS) reports to the HIV/AIDS Specialist (PMTCT) for supervision. The Specialist provides professional technical, operational and administrative assistance throughout the programming process for the HIV programmes/projects within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting of results.

Under the general supervision and guidance of the HIV/AIDS PMTCT Specialist, the MCH Specialist and Chief Health section, the incumbent will be accountable for technical support in the program development, implementation, program progress monitoring, evaluating and reporting of results in the scale up of Paediatric HIV services and interventions. The incumbent will engage effectively in relevant Technical Working Groups in developing strategies for increasing strengthening of Paediatric HIV services along the continuum of care from HIV diagnosis to retention in care. Incumbent will also provide support in the country adaptation of new HIV testing technology.

Impact of Results
The efficiency and efficacy of support provided by the Officer to programme preparation and planning and implementation of HIV/AIDS related programmes/projects contribute to accelerating UNICEF and national development efforts to eliminate new HIV infections among children and to provide life-saving protection, care and support to children and their families affected by AIDS that in turn contribute to achieving UNICEF's vision, commitment and goal to an AIDS-free generation that starts with children and the "Three Zeros" – zero new infection, zero deaths and zero discrimination

Key Accountabilities Duties & Tasks

1.  Support to programme/project development and planning

-Contribute to/support the preparation/design and conduct/update of situation analysis and assessments on HIV related issues to ensure that comprehensive, relevant and evidence-based data are collected to guide country office HIV programming, monitoring and delivery of programme/project services.
-Participate in strategic programme discussion to provide input and operational support to the development of an integrated HIV programmes/projects (within the country and/or UNDAF programmes). Formulate, design and prepare HIV  (and/or sector/s of) programmes/projects proposal, ensuring alignment with the overall UNICEF's Strategic Plans and Country Programme and coherence/integration with UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
-Establish specific goals, objectives and strategies and implementation plans using results-based planning terminology and methodology (RBM).
-Prepare HIV programme documentation for Country Office Programme recommendation ensuring alignment with the overall UNICEF's Strategic Plans, regional strategies and national priorities, plans and competencies.
 -Work closely and collaboratively with internal and external colleagues and partners to provide technical and operational support to programme planning, management and implementation and to ensure synergy, integration, coherence and harmonization of HIV programmes/projects within the country programme, donors' development strategies/policies, country level national priorities/competencies and UN system development interventions/initiatives.

2.  Programme management, monitoring and delivery of results
-Support the implementation of a robust monitoring and evaluation system of the paediatric HIV services including age disaggregation.
- Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector/s in HIV programmes.
-Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
-Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
 -Actively monitor programmes/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
-Monitor and verify the optimum/appropriate use of sector/s programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
-Prepare regular/mandated programme/project reports for management, donors and partners to keep them informed of programme progress.

 3.   Technical and operational support to programme implementation
- Provide technical and operational guidance on the scale up of Paediatric HIV services
-Support the country in the process of adaptation and introduction of Point of Care HIV Testing technology
-Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on UNICEF policies, strategies, processes and best practices and approaches on HIV related issues to support programme development planning, management, implementation and delivery of results.

-Participate in programme strategic discussions/planning to contribute to policy discussions and agenda setting to promote HIV interventions especially in the areas of gender inequality, social inclusion, human rights and humanitarian situations to ensure that at risks and vulnerable population are fully covered in times of greatest needs.
- Draft policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
- Support resource mobilization for paediatric HIV program

4.  Networking and partnership building
- Build and sustain effective close working partnerships with relevant sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking and advocacy to exchange knowledge/expertise, leverage resources/action, build alliances and engage participation of communities in programme design, delivery and demand creation.
- Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and enhance resource mobilization for UNICEF HIV programmes/projects.
-  Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on HIV and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of HIV programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting

5.  Innovation, knowledge management and capacity building
§  Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
§  Keep abreast, research, benchmark and implement best and cutting edge practices in HIV management and information systems. Institutionalize and share best practices and knowledge learned.
§  Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results in HIV related programmes/projects.

 Qualifications of Successful Candidate
    An Advanced University Degree in public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
    A minimum of 5 years of professional experience in public HIV/AIDS planning, programming and management and/or in relevant areas of health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required.
    Experience in HIV/AIDS programme/project development in UN system agency or organization is an asset.
    Tanzania Nationals only.
    Fluency in Swahili and English both written and verbal is required. Knowledge of another official UN language is an asset.
    Computer knowledge, skills and practical experience, including internet navigation, network, telecommunications and various office applications.
